Dear Carol, It could mean that he rents a room from the owner or the person who is renting the house or I have seen adult children listed as boarders in their parents' house. A lot of people rented out rooms, especially widows who took in boarders and provided meals to earn a living. Two of my greatgrandmothers did that-one had three boarders and the other one in St. Louis had seven boarders on one of the censuses.
