I think I need to reiterate that the St. Louis County library is obligated to restrict free membership in the library to only St. Louis County and paid memberships to surrounding counties. They do not offer membership - regardless of how much you are willing to pay - to patrons who live outside of the St. Louis County (and surrounding counties) area. As a Jefferson County resident, I qualify for paid membership because I live in an adjacent county. I am certainly not an expert on this subject.
