    3. I missed out (by a few years) being around for the 1870 census, so can not give that personal account of what actually happened. (shucks) I will just rely on a comment which I read in a book at the R C Library. I wish there would have been more details, details, but...... "The 1870 Randolph County census was shown in only 4 townships due to the Carpet Bag rule. This rule prevented all the former townships from being staffed with officials the Yankees could trust." It would be great to know more, but this is enough info to allow us to know, at least in brief, why our 1870 Randolph Co census was never completed. I had wondererd for so long as to why only 4 townships were enumerated, but this pretty much solved the mystery for me. Hope this helps.
