I think that scrubs make a beautiful hedge but they also hid people on the other side that are vandals that get their kicks by destroying stones and grave yards by driving through them. If it is open to the public then they MIGHT think twice before doing something to it afraid of being seen. This is just my opinion of course. And as for as fences, any that can go up can always be torn down. Cathy
