Most cemeteries around here now lock the vehicle entrance gate and have a walk through gate unlocked at all times. Makes it inconvenient, but better than the type of vandalism you described. One down the road from us (right off a heavily traveled major highway) had their Historical Marker deliberately knocked over by a vehicle. It was mounted on a strong pipe. They also have placed a concrete barrier in front of it now.
