    3. Find a scout who his working on an eagle. They each have to have a big public project to plan and achieve. They can recruit other scouts to help. If you are in a rural community where students can walk to or gather at a cemetary without a school bus (most schools can't afford field trips anymore) find a social studies teacher who has assigned a geneology project.
