To: "marge" <marges@webzone.net> I guess the warnings were true. Federal Bill 602P 5-cents per email sent. It figures! No more free e-mail! We knew this was coming. Bill 602P will permit the Federal Government to charge a 5-cent charge on every delivered e-mail. Please read the following carefully if you intend to stay online, and continue using email. The last few months have revealed an alarming trend in the government of the United States attempting to quietly push through legislation that will affect our use of the Internet. Under proposed legislation, the US Postal Service will be attempting to bill e-mail users out of alternative postage fees. Bill 602P will permit the Federal Government to charge a 5-cent surcharge on every email delivered, by billing Internet Service Providers at source. The consumer would then be billed in turn by the ISP. Washington DC lawyer Richard Stepp is working without pay to prevent this legislation from becoming law. The US Postal Service is claiming lost revenue, due to the proliferation of email is costing nearly $230,000,000 in revenue per year. You may have noticed their recent ad campaign. There is nothing like a letter. Since the average person received about 10 pieces of e-mail per day in 1998, the cost of the typical individual would be an additional .50 cents per day - or over $180.00 a year - above and beyond their regular Internet cost. Note that this would be money paid directly to the US Postal Service for a service they do not even provide. The whole point of the Internet is democracy and noninterference. You are already paying an exorbitant price for snail mail because of bureaucratic efficiency. It currently takes up to 6 days for a letter to be delivered from coast to coast. If the US Postal Service is allowed to tinker with e-mail, it will mark the end of the free Internet in the United States. Our congressional representative, Toney Shcnekll (R) has even suggested a $20.00 - $40.00 per month surcharge on all Internet service above and beyond the governments proposed e-mail charges. Note that most of the major newspapers have ignored the story - the only exception being the Washingtonian - which called the idea of e-mail surcharge a useful concept who's time has come(March 6th, 1999 editorial). Do not sit by and watch your freedom erode away! Send this email to EVERYONE on your list, and tell all your friends and relatives to write their congressional representative and say NO to bill 602P. Phone calls, letters, e-mails are cheap, and we can probably pick a location, and get the help rounded without too much expense. Now, how are we going to go about choosing a cemetery? Anyone? SHould we choose based solely on location and proximity of people? I'm afraid that is going to be an importnat consideration, but I don't think it should be the only one. Perhaps andother cnodiseration should be how run-down and in need of help it is, too. Particulalry if the land is being sold to a developer..... Also, I'd like to suggest that the location picked be one that is close to at least three people who can go out to "ground zero" and reconnoiter the site and take some pictures so that everybody can get a look at what we're gonna be dealing with. It doesn't matter where the site is, the folks on-line who aren't close to it - too far away to actually get there - can still participate and help. See below: I'd like to suggest a list of things we should probably know *beforehand* about wherever we choose: Is it on private property? If so, who owns it and can we get permission to go onto it? Is it in a churchyard or is it a bigger established cemetery? If so, what church and is there still a contact person? What are the GPS coordinates? What is the latitude & longitude? Is there a map we can pull down from Yahoo or Minot Maps to show everybody graphically where it is and how to get to it? What are the closest largest towns/cities? Then work up a list of local State and US Representatives/Senators, County officials, Veterans', Masonic, Elks, Scouting, Odd Fellowes, other Service organizations, local Historical Societies and the State Historical Society, local Genealogical organizations and clubs, local, regional and national media, plant nurseries, landscapers, Bluebird Trail interest groups, anyone interested in old cemeteries at all, perhaps monument companies, and etc. with contact names, addresses, phone numbers, e-mails etc. - Have I forgotten any organizations here? At the same time, the re-connoitering and photographing of the site should be accomplished. After pictures are up on a web-page, then draft a letter of introduction, intent, and request for support, help, etc. and perhaps include a picture or two of the chosen site, to send out via snail or e-mail, and divvy up the phone list to participants. *No-one should make any long-distance calls!!* Any long-distance contact should be via e-mail and snail. Then call or e-mail before the letter goes out to let them know it's coming and that we'll contact them a few days after they've received it. Then follow-up call e-mail about 5 days after they should have received it. Once we get indications of support and interest, then we will be able to formulate a good idea of how much help there will be in the way of warm bodies, tools, equipment, etc. If we choose an area that is within, say, an hour to an hour and a half drive of me, - I'm in KC, MO - I'd be glad to go out and take pictures. I have a digital camera, and can then download the pictures to a page where everybody can get a look-see. If we chose another area, that's fine too, perhaps that choice can be informed by whomever is close enough with a digital camera - or regular camera and a scanner - to go out and take pictures. I can call the local representative and talk to them about it other wise some one closer to the politicial hub would be the one to call. Ok, now you am into the call and coffee. Who is doing what next? Me with coffee pot in one hand and a shovel in the other with a cell phone ringing in the rear pocket is not a pretty thought......LOL!!! We all live on budgets of some sort and we who are handicapped and having to live on a budgeted income ( oh, please don't give me the " you have a computer its a luxury" speech. I am sitting on the floor and don't have a scanner or printer. ) know that even 10 dollars a month off the budget is stressful. So first off lets all see what we can do for the least amount of "out of the pocket" expense. We all have pride and would spend the money and do without other things without mentioning the hardship it might cause. It doesn't seem that we would want to put that stress on anyone. I was thinking about this earlier and it would really benefit the state to get involved because genealogy does bring people to different states......i.e.......money spent in states by people that come from other states to search for family.     3. Dear List: We might want to send email about this to local geneology societies, state archivist, county archivist and Missouri libraries. We might also want to send this idea to some other MO lists. In the Ghosttown list, cemetaries gets talked about quite a bit. I know several cemetaries on private property in Dallas County that need serious work. It sounds like the cemetary in Richey at the Holiness church could use some help also. Those of us who have experience with cemetary restoration it might be helpful for us to write a "how-to" article to distribute to potential volunteers. Youth groups, especially "service learning groups" at schools probably would be much more apt to volunteer if they knew knowledgeable adults would be leading and teaching during these cleanups.
