PHILLIPS (Democrat), Representative from Jackson County, Eighth District; born at Garland, Henry County, Mo., on October 25, 1889; educated in the public schools of Missouri, Waither College of St. Louis, Kansas City School of Law and University of Wisconsin. He married Miss STELLA M. LINDLEY of Jefferson City, Mo., at Jefferson City, on June 4, 1927, and they have two children, ROBERT LINDLEY, 11, and MARJORIE JEAN, 9. Is a practicing attorney with offices at 1140 Dierks Building, Kansas City, and resides with his family at 5828 The Paseo, Kansas City, Mo. Served as a faculty member of the Kansas City School of Law for sixteen years, as a member of the Taxation and Public Finance Committee of the Kansas City Chamber of Commerce for ten years, and chairman of the Local Government and Legislative Committee of that organization for five years. Was president of the City Club of Kansas City, 1928-1929, and is a trustee of the Second Presbyterian Church of Kansas City, Mo. Elected to the House of Representatives in 1934 and re-elected in 1936 and 1938, he was administration leader in the 58th and 59th General Assemblies, Chairman of the Ways and Means Committee in the 59th General Assembly, and in the 60th General Assembly, was Chairman of the Revision Committee, ranking member of the Ways and Means Committee and of the Rules and Joint Rules Committee, and a member of the following other committees: Social Security and Old Age Assistance; Education; Judiciary; State Teachers College.
