COUEY (Democrat), Representative from Pettis County; born in Sedalia, Mo., November 30, 1866; educated in the public schools of Sedalia and the University of Missouri. He was married to Miss ROZA J. GOFF in Warrensburg, Mo., December 31, 1891, and they have four children, Mrs. TROPHA C. BROCKELMAN, BERNICE, EDYTH and LAWRENCE. An attorney, Representative Couey has offices at 225 Ilgenfritz Building in Sedalia and resides at 1020 West Fourth Street there. A former chairman of the Pettis County Democratic Central Committee, he served as Probate Judge and as Prosecuting Attorney of Pettis County; as a member of the Sedalia Board of Education eight years and as city attorney there two terms. He is a member of the Methodist Church, Masonic Lodge, I.O.O.F, and Kiwanis Club and has always been active in civic affairs. Elected to the House of Representatives in 1932, he acted as Chairman of the Committee on Constitutional Amendments in the 57th General Assembly. Re-elected in 1936, he served in the 59th General Assembly as Chairman of the Committee on Federal Relations. Elected a third time in 1938, he served in the 60th General Assembly as Chairman of the Committee on Employees and Clerical Force, and as a member of the following committees: Appropriations; Civil and Criminal Procedure; Eleemosynary Institutions; Judiciary; Roads and Highways. JOSEPH PATRICK COUNCIL (Democrat), Representative from St. Louis City, Fifth District; born at St. Louis, Mo., March 2, 1883; educated in the parochial schools and Christian Brothers College at St. Louis. He married Miss CHARLOTTE DeROUCHER at St. Louis in 1905, and they have one daughter, JEAN. He is a broker, with offices at 3561 Olive Street in St. Louis, and resides at 5119 Labadle, in that city. Long active in Democratic circles, he has served as an election judge and clerk for thirty years.
