OFFICIAL MANUAL STATE OF MISSOURI 1939-1940 Legislative Department Members House of Representatives page 102 WILLIAM RANDALL SMART (Democrat), Representative from Jackson County, Tenth district; born in Wakenda, Mo., in 1898; educated in the public schools of Carroll and Jackson Counties and the Kansas City School of Law, from which he graduated in 1822. In 1918, he married Miss EMMA MARY STEVENS, and two children were born to them. They reside at 302 West 67th Street, Kansas City, Mo., where he has been engaged in the practice of law since 1922. Has been affiliated with the Shannon faction of the Democratic party in Jackson County the last seventeen years. Elected to the House of Representatives in 1934, he was re-elected in 1936, acting in the 59th General Assembly as Chairman of the Committee on Criminal Costs. Re-elected again in 1938, he served in the 60th General Assembly as Chairman of the Committee on Social Security and Old Age Assistance, and as a member of the following other committees: Judiciary; Official Salaries and Fees; Private Corporations; Municipal Corporations; Building and Loan. MICHAEL JOSEPH SMITH (Democrat), Representative from St. Louis City, First District; born at St. Louis, May 12, 1882; educated in the parochial and public schools of St. Louis. Married at St. Louis to Miss IDA FRANCES MARTELL, June 10, 1903. He has been a street, highway and building contractor for thirty-two years, and resides at 6771 Nashville Avenue, maintaining offices at 1008 McCausland Avenue, in St. Louis. Although a Democrat for thirty-five years, he first ran for public office in 1938, when he was elected to the House of Representatives and served in the 60th General Assembly as a member of the following committees: Criminal Justice; Labor; Official Salaries and Fees; Penal Institutions; Probation and Paroles; Taxation and Revenue.
