Born January 5, 1890, at St. Louis, Mo.; educated in the grade schools, St. Louis University and City College of Law, all of St. Louis. He resides wat 3400 Utah Street, St. Louis, with his wife, MARIE, and four children: EUGENE L. Jr., HUBER C., ZANITA M., and PATRICIA E. PADBERG. Has been active in Democratic politics since attaining his majority. In 1925, he was the Democratic nominee for Alderman, 11th Ward, St. Louis. In 1932, he was the Democratic nomination for Congressman-at-Large, being defeated but receiving one of the highest votes cast for that office in St. Louis City. In 1934, he was nominated for Circuit Judge, receiving one of the highest votes of the successful candidate, and was elected in November of that year for a six-year term. Norma
