Born June 20, 1899, in St. Louis; educated in the St. Louis parochial and public schools, McKinley high school, Benton College of Law, and City College of Law and Finance, all of St. Louis. Admitted to the bar in March 1925. Married September 6, 1924, in St. Louis, to Miss ELSIE FRANKEY and they reside at 5016 Thekla Avenue, St. Louis. He was chairman of the First Ward Democratic organization. After serving two and one-half years as Judge of City Court, No. 2 in St. Louis by appointment of Mayor Bernard F. Dickmann, he was elected to the circuit bench, November 8, 1938, for a term expiring December 31, 1940. Is a member of the St. Louis and Missouri Bar Associations and of the Lawyers' Association of St. Louis. JAMES E. McLAUGHLIN (Democrat), Eighth Circuit, Division No. 11, St. Louis. Born August 16, 1885, in St. Louis; educated in the parochial and public schools of St. Louis, Christian Brothers College, and St. Louis University. Was admitted to the bar in 1924. He married Miss MARGARET LESTER in Hermann, Mo., November 11, 1924, and they have three children, JAMES LESTER, GERARD EDWIN and JOAN. Served with the 1st Regiment, Missouri National Guard, at Loredo Texas, in 1916, and during the World War, at Camp Meade, Md.
