OFFICIAL MANUAL STATE OF MISSOURI 1939-1940 Legislative Department Members House of Representatives Page 95-96 FRANK LOWRY (Republican), Representative from Cape Girardeau County; born October 14, 1898, at Monticello, Ill.; educated in the LeRoy, Ill. high school and the Illinois Wesleyan Law School at Bloomington, Ill. He was married February 20, 1925, to Miss VIOLA LEE REYNOLDS of Commerce, Mo., and they have two sons, FRANK, Jr. and DAVID RALPH. An attorney, he is engaged in general practice of law at Cape Girardeau, where he resides. He was a second lieutanant, 3rd Battalion, 140th Infantry, Missouri National Guard, in 1925 and 1926, and is a captain, J.A.G. Reserves. A lifelong Republican, he has taken an active part in all campaigns in Southeast Missouri since 1924. From 1930 to 1936, he was City Attorney at Cape Girardeau, Mo. He served as chairman of the Cape Girardeau County Republican Central Committee in 1938. Elected that year to the House of Representatives, he served on the following committees in the 60th General Assembly: Civil and Criminal Procedure; Judiciary; Pensions; Military Affairs; Statee Teachers Colleges; Ways and Means.
