OFFICIAL MANUAL STATE OF MISSOURI 1939-1940 Legislative Department Members House of Representatives Page 97 HERBERT MILLER (Republican), Representative from DeKalb County; born at Blue Ridge, Harrison County, Mo., educated in the public schools of Harrison County and the Bethany, Mo., high school. He married Miss ECRU KELLEY in 1911 at Tarkio, Mo., and they have one daughter, ALICE, who is the wife of Dr. JOHN BARTLETT RIGGS of Kirksville, Mo. On his own resources since the age of 10 years, he went to Atchison County, Mo., at the age of 19 to accept a job with the late David Rankin, extensive cattle feeder and landowner. Becoming a foreman on one of Rankin's ranches, he remained there until 1911, when he moved to DeKalb County and engaged in farming there. Elected Recorder of Deeds of that county in 1926, he was re-elected in 1930. He has been a member of the Republican Committee of his county for several years, is a member of the Masonic Lodge, Russell Chapter, and of the M. E. Church, South, at Maysville, Mo. Elected to the House of Representatives in 1934, he was re-elected in 1936 and again in 1938, serving in the 60th General Assembly as a member of the following committees: Appropriations; Eleemosynary Institutions; Employees and Clerical Force; Purchasing and Supplies; Roads and Highways; Swamp Lands, Drainage and Levees.
