He is single and resides at 3945 Page Boulevard, St. Louis. A salesman, his business address is 2217 South Grand Boulevard, St. Louis. He saw special miliary service with the 318th G, and F, company of St. Louis. A life long Democrat, he has served as judge and clerk at elections and as precinct captain in the 20th ward of St. Louis. Seeking public office for the first time in 1936, he was elected to the House of Representatives in the 59th General Assembly; re-elected in 1938 to the House of Representatives in the 60th General Assembly, where he served as chairman of the Committee on Claims, Local Bills and Miscellaneous Business, and as a member of the following other committees: Appropriations; Justice of the Peace and County Courts; Roads and Highways; Social Security and Old Age Assistance; Taxation and Revenue. ARTHUR ROY KINCAID (Democrat), Representative from Clay County; born in Gardner, Kan., April 24, 1910; educated in the public schools of Liberty, Mo., and William Jewell College there, and the Kansas City School of Law. He is a dairyman, single, and resides at Liberty. A member of the Liberty Christian Church, he is active in young people's religious work. His family is a pioneer among Clay County Democrats, and, although he long had been active in political work, he made his first campaign for public office in 1936, when he was elected to the House of Representatives, being the youngest member of the 59th General Assembly. Re-elected in 1938, he acted as chairman of the State Library Committee of the 60th General Assembly, and also was a member of the following other committees: Appropriations; Social Security and Old Age Assistance; Education; Agriculture; Penal Institutions.
