    3. Do you mean the personnel records for the police department or the police work records/crimes solved, etc.? The Northeast Minnesota Historical Center at UMD has the Duluth Police Department's personnel record book starting near 1920 because I found my grandfather who joined the force in 1921 on page 3 of book 2; I'm not sure how early book 1 starts. But it included personal info (birth, height, weight, previous occupations) and his assignments over the years up to retirement in the 1940s. I hope this helps.
