Note that the MN Historical Society now has a free index to early 1900 births (and getting ready to add more) on their website <http://www.mnhs.org/>. Since the birth took place after the requirement for a report to the State Health Department, she should appear on that index. You may need to do a little experimenting with the spelling of names..... Also the Family History Libraries have microfilms of the early St. Paul and Ramsey County vital records -- and be aware that for the purposes of these records, there really are two sets (one for the city and one for the rest of the county).
