    3. Eloise Hospital had indigents sent there in the late fifties and early sixties, the 1900's but the City of Detroit Welfare Department.I don't know how far back that practice went. One of my first jobs after graduating was there. I think I remember Detroit getting out of the welfare business. Detroit at one point had lost of money, but then didn't. Wayne County took over as other City agencies were turned over to them. Eventually the functions became the responsibility of the State. The Detroit Welfare Intake Office on East Jefferson is long gone. Eloise was located in a comples of buildings locate on Michigan Avenue just east of Merriman Road on the northeast corner. Only single males were sent, an effort to save money by the City. Eloise was named after the daughter, probably of the first superintendent. The lobby had a picture of her dog, a Saint Bernard. Wish I knew where it is now.
