While I'm in general agreement about DNA not being able to determine race or nationality, I would think that it could very well narrow the region. Someone with the surname Mitchel/Mitchell from Irish or Scottish descent should point to that area. Whereas someone with the surname Mitchel/Mitchell from Germany or Russia that has been Anglicized should match up with others from that region. I personally know that the actor Sasha Mitchell from "Dallas" fame had Russian roots. He told me so because I was curious as I am whenever I meet another Mitchel/Mitchell. His name had been changed from its Russian origin. I would think that had he taken a DNA sample it may match up favorably with some Russian samples that were taken from people with surnames no where near Mitchel/Mitchell.
