State Census includes all the areas within that state The 1870 state census images are available at: http://envoy.libraryofmichigan.org/1870_census/ The 1880 is available at http://www.familysearch.org The other Census for other years are available for a price from Ancestry.com Don't rely on the indexes even with soundex as they often contain mistakes as hand writing can be hard to interpret. If you find something that looks close to what you want investigate it. One great example is the 1930 Census index in which HEIDGER is indexed as HERDGEN so even by soundex you can't find it when looking for the last name. I found the person I was looking for by putting in a first name and year of birth in the Ancestry.com search form.
