That might be a tough one unless the list comes up with someone who has actually seen it. If the list does not, here are my thoughts. Since it lists many states, it might be a federal monument, so perhaps one idea would be to s-mail the National Park Service. Possibly join lists for all 50 states (a few at a time) & post there. Since the figures at the top don't appear to be in uniform, & I don't see any rifles, cannon, or anchors, it probably is not a war monument. So it might be a monument to pioneers, or to industrial development.
