It is where the final payment, the death payment was sent. A person could die in New York and his "last residence" might be in California, if that is where his final check was sent to family, the estate attorney, funeral home, etc. If you need to check the SSDI, here are other places to find that data. The Social Security Administrations ONLY bonifide release agency for the "death index" is the National Technical Information Service (NTIS). You can purchase the entire death index at that site, plus updates; but, at a cost so far prohibitive for us. So, we go to Ancestry.com, Family Tree.com, and others. They buy the material and updates...possibly. So, if you don't find someone on one database, check the others. I've found names on one and not the others.
