Yes. Well, it is interesting the note the changing and in fact harsher disposition of the public. In the earlier censuses he is a "patient". i note later that they become "inmates". I do not think that he was placed there in connection with a crime, but I wondered if a court proceeding was required back then to place someone. Sicne it is noted that he was not a private pay (although the family could have well-afforded the cost I believe) I wondered if that meant that he had been placed there by an action of the court.
