RAGAN died in his home Saturday at the age of 69. RAGAN retired as deputy chief in 1975 after 25 years on the police force. Before that he worked for the Dowagiac Police Department and served in the U.S. Navy in World War II. He also was a state police officer for the Michigan State Police at its Battle Creek post. While with the Kalamazoo Police department, RAGAN advanced rapidly through the ranks from a patrol officer to 1950 to the rank of deputy chief in 1970. His son, David RAGAN of Allegan, said his father enjoyed his work as a police officer, particularly his years on the street. "He never cared for it as much as an administrator as he did on the street," he said. "He liked to be a street copy." David RAGAN said his father liked to play golf when he was not working and enjoyed yard work and small construction projects. Besides his son, RAGAN is survived by Francis RAGAN, his wife of 42 years; f! ive grandsons; a brother, Merle RAGAN of Heber Springs, Ark; and two sisters Vera HARRIS of Marcellus and Myrtle PAUL of Eau Claire.
