There were insane patients, however there were all kinds of elderly and ill who had no other place to go. We didn't have nursing homes or assisted living and many people had no choice, but to go to the state hospital. Consider these records as similar to adoption papers. The deceased has no right to privacy, however the hospital does have a right to restrict treatment of the patients. The vital records are public record, however the hospital records are not. Even to those who are family members to the former patients. I've been looking all over for patient records as well, but somehow...they're all gone or classified. I'm going to try to get into the hospital and see if they're there. As for the REASON nobdy is allowed to see them or have access to them...I have no idea. But it sounds bad. Look up what you found & there will be a citation number which gives you the paper, date, page & column & put that in your request then they will know exactly what you want & it will only cost $1.00. I have the family situation all set, but was trying to learn more about his situation, and how he ended up there. There was some evidence that he may have run off and joined one of the Union camps at a very young age, and not returned quite the same. No evidence of an actual enlistment though. He had family, so I presume that perhaps they simply were not able to care for him because of his condition. One of the census supplemental tables indicated "dementia", and the records indicate that he must have been admitted some where in the mid 1870s. I was interested in finding out more, and was wondering if the court records of that period might contain something. I doubt that the Institutions records would even be available. I do know in later years a person could have themselves committed. Yes. Well, it is interesting the note the changing and in fact harsher disposition of the public. In the earlier censuses he is a "patient". i note later that they become "inmates". I do not think that he was placed there in connection with a crime, but I wondered if a court proceeding was required back then to place someone. Sicne it is noted that he was not a private pay (although the family could have well-afforded the cost I believe) I wondered if that meant that he had been placed there by an action of the court.
