I don't know anything about Earl Spencer Harrington, but you are certainly right to wonder if he is named after a maternal last name. Ruth spencer married Nathan Eldred and they lived in Pownal, VT. Many families of my line with Spencers seemed to travel from Rhode Island to Pownal, Vt. to Otsego County, NY. I would check some of these locations' GenWeb sites.
