He's only "of" Westminster, i.e. resident there at the time of the marriage, not necessarily "from" it, in the sense of being born there. It only means tthat he was currently living in Westminster (for three weeks) not that he belonged there. Quite possibly he was also from Hayes and the girl had to come up to London if she wanted hime to marry her.
