    3. I think it is unlikely as the BBC gets the majority of its revenue through the TV licence and has to justify its balance sheet to the British taxpayer. Presumably the BBC supplements its income by sell the rights to BBC programmes to other broadcasters overseas. Overseas folks do not contribute to the TV licence, and making the broadcasts available outside the UK might compromise the price for which the BBC could sell their output overseas.
