Especially in a small town, the obituary often gives a lot of information, especially the names of survivors. I highly recommend that you Google RAOGK (Random Acts of Genealogical Kindness) and see if someone has volunteered for Bay County. If so, ask for the newspaper obituary. If not, there is probably an "Ask a Librarian" service at a library in Bay County, and the librarian will do the lookup. Maybe that's the first think you will want to try. Good luck.
