Hi Marv: My great Uncle, James Purtell, was a supervisor at the Poor Farm for several years during the 1800's. The Library of MI (right behind the Capital Bldg in Lansing) has the original books from the Poor Farm. You might start there. I don't remember if there was anything in them about the cemetery or not. According to the poorhouse website - The State Archives at the Michigan State Library in Lansing, MI has all of the original books (names of inmates, dates, minutes for meetings regarding poorhouse matters, receipts, etc.) for the Bay County Poor Farm. I did, however, locate a Frank in the city directories and in 1889/90 it lists a Frank and a Frank JR. at the same address. Only mentioned the one year and then goes back to one Frank. I checked the census indexes and I think the Frank you mention in 1900 is the son. The name KEVIA that you mention is Xavier, I think. I found an obit for a Louis who dies in 1943 but the brother's names don't match up. I have one more avenue to try to pin this down. Michigan had their own censuses in 1884 and 1894 and the library has copies. If you would like me to check those out let me know. At least we can tell if the elder Frank lived in 1894.
