As I understand these grants, they were issued in the state of territory where the land was located. Land grants were given to veterans of the war of 1812, so I wouldn't be surprised if they were also given to Revolutionary war veterans. The grants were given in an effort to settle the new lands in the Northwest Territory, and many were given in the 1820s. That might be to late for a lot of Revolutionary war vets, but there could have been earlier grants.
