Peni, My best guess would be in Lansing at the vital records or maybe where they do the licensing. Or maybe even the county where he would have set up shop. I'm not sure right off hand what county Monroe is in could possibly be Wayne co. I live in MI and I am not really sure but that would be my best guess. Maybe someone else out there would have a better idea. But thought that might help.
