Please...the word is Welsh. Welch means to go back on a bet. To answer your question...probably not. That doesn't mean your person wasn't born in Wales, but that name is definitely not typical. Names like Evans, Bevans, Hughes, Pugh, Griffith, Lewis, William, David, Thomas, Roland, Roberts, Rogers, Cadawaldr, Rees, Price, Johns, Jones, etc. are Welsh....and many more. Think of it this way....the Welsh used given names as surnames and as the terms "map" and "mab" (meaning "son of") were used, often the first two letters of each of those were dropped. For example: Evan ap Evan would be Evan Bevan (IF the man chose to use that for a surname...and it was a matter of choice.) Rees often became Rice or Price.
