I believe they started in Richmond Va. about 15-18 years ago. I noticed them there in my roaming around the south on business. There are several streets in the historic area of Richmond where virtually every residence displays one. I heard that one woman started it to draw attention to her restored house, then she made some for neighbours that requested them and now it's spread throughout the south. We have several and always have one on display at the front door and one on the back deck. The significance? They seem to be pure whimsey. We displayed an early US flag replica for the millenium and revived it this 4th of July, after 9/11 it was right in style. The one in back is seasonal.
