Barb- The marriage record was: James Burns m. Elizabeth Deakins, 6 Apr. 1813, District of Columbia. I have not been able to find anything about them or even identify them in a census. She MIGHT have been a daughter of John Deakins (he had one whose name I do not know and six that I do know names of - one of whom married in DC in 1802.) Thanks for looking, and for any information.
