I have some of the census pages dated Dec 31 1860 and some are January 8, with the 1860 crossed out to read 1861 - so it took a long time. This was for Allegany (then), now Garrett Co. I think I will go to the Archives and try to find this post you mention and see if I can make a little more sense of it. I know that some of the later Census' it was very clear about not counting babies who had not been born by a certain date.
