Kenneth Finzel is in the northeastern corner of Garrett County. At one time Johnson community was in District 9 near Finzel. I do not know if it was ever an election district. It is not on my current map, but there was a school at Johnson until sometime in the 1950s. Elbow is an Election District (No. 11) located between Finzel District (No. 9) and Bloomington District (No. 4). (District numbers are not in order on the map.) Both Finzel and Elbow Districts border Allegany County.
