This doesn't answer your specific questions, I just wanted to add that there are more years of Garrett County and Allegany County voter lists on ancestry.com but inside the subscription area in the Hagerstown newspaper they have online now. I ran into them just by searching my Garrett County names and that tended to pull up the voter lists. Correction, wrong newspaper, I see for sure the 1866 voter list complete for Allegany County is in the Cumberland MD Alleganian, Oct 10, 1866. I have seen other years but I am not sure which or in what papers.
