    3. On February 18, 1825, the Carroll Creek through downtown Frederick flooded. On February 18, 1892, Dr. Lewis H. Steiner, a Frederick native, head of the U. S. Sanitary Commission in the Maryland region during The Civil War and the librarian of The Enoch Pratt Free Library in Baltimore, died. He was succeeded as librarian at Enoch Pratt by his son, Bernard.
