    3. On February 11, 1775, Dr. John Baltzell was born. He built the mansion on East Church Street which is today the home of The Historical Society of Frederick County. He died September 7, 1854. On February 11, 1916, Glen W. Eyler, after whom the American Legion Post in Woodsboro is named, was born at Daysville. Known as "Pappy," Eyler was killed on February 23, 1945, while serving in the U.S. Army in Germany. On February 11, 1952, the Frederick City Board of Aldermen unanimously approved Frederick native and Maryland State Policeman Charles Victor Main as Chief of Police. He began his duties March 17. On February 11, 1983, snow began falling just after midnight and blanketed Frederick County. When it stopped between 28 and 36 inches had fallen and paralyzed the county. The previous record occurred February 12, 1899, when 18 inches fell. On February 11, 1986, District Court Judge Mary Ann Stepler was elevated to the Frederick County Circuit Court by Maryland Governor Harry Hughes, becoming the first woman on that court.
