Have made several trips to the Archives and spent hours going through index cards with grooms name and then the brides names. I was never made aware there was an index. Ancestry has two database indexes of Maryland marriages, as part of their subscription. Both of them list the Foster Coulter marriage. One of them is the same as the one on Lois's CD. They do not contain all marriages, and records vary greatly by county. Here is Ancestry's descriptions of the two indexes: Maryland Marriages, 1655-1850 [database on-line].
