The DAR Library in Washington, DC, has several books and microfilms covering oaths of fidelity or allegiance in Maryland during the Revolution, including "Cecil County, MD, Signers of the Oath of Allegiance Sworn by County Justices, March 2, 1778," compiled by Mollie Howard Ash. Probably the Cecil County Historical Society would have a copy as well.
