Western Cemetery (as listed in "The Very Quiet Baltimoreans" by Jane B. Wilson, 1991) is located at 3001 Edmondson Avenue. It was established in 1850 and still operates. The records are alleged to be held (at least in part) at the offices of Beechfield United Methodist Church, 541 South Beechfield Avenue, Baltimore, MD. This is assuming that you are actually looking for Western Cemetery and not the Western Potters field which is now underneath a school, I doubt with any exhumations. (The city abandoned the practice of potter's fields long ago and you probably would not be looking for one unless your relation was so poor as to have no one to pay for a decent burial.)
