It may be a longshot, but have you tried searching for the plat with <http://www.plats.net/>? I believe the default userid is "plato" and the default password is "plato#" (userid/password from <http://plato.mdarchives.state.md.us/msa/stagser/s1500/s1529/cfm/faq.html>). Slán!
