Ok, I'll open the can of worms here. Old Monocacy, which is what the original settlement was called is "very" open for debate. Most lay claim with certainty that it does consist of all tracts that were known as "Tasker's Chance", now sitting inside of downtown Frederick City. But, experts mostly agree (using "agree" loosely here) that Old Monocacy, named for the River, consist of the entire watershed. At least by the early to late 1700's standards. If parties from say Wormdorf in Berks Co., PA were traveling thru Monocacy, they could have crossed the Monocacy at any given point. Case in point. Some if not many traveled thru Creagerstown, towards Thurmont and over the small mountain there to get to the other side heading towards Virginia for better settlements. Many have perceived this as a sign that Creagerstown was "the" true Monocacy settlement. Other's argue that it is the "Frederick-Town" area. And still others say it starts in PA and ends near the Carroll County line. I don't know if there's politics behind it all, but I'd go out on a limb and say that, at the very least, the areas we know as Frederick and surrounding areas were "known" as the "Old Monocacy Area" but Tasker's Chance got the whole thing started.
