It looks like Francis Hagan and wife Margaret baptized a son, Benjamin, at the Lutheran congregation in Frederick on October 29, 1789 (Benjamin was born on July 27, 1788, according to the same record). People came into Frederick usually from either the north (York and Lancaster Counties, PA) or the east (Baltimore Co.). If they were Irish Catholic, my bet would be Baltimore. There was a large Hagan/Hagen family present in Revolutionary period Frederick, but I don't see any mention of Francis. My bet would be Baltimore Co. David
