However, on a whim, I checked for Cisna and there is an Elmer C. Cisna married to Matilda living on 108 S. Loudon Ave. in 1936. He was a boilermaker. In the 1930 census, Robert O. Boone was a welder for the "steam railroad", renting a place on 1702 Hollins in Baltimore. Also in 1930, Elmer (born 1882 in Illinois) was listed as a boilermaker for the B&O RR living at 153 Palorma with his wife and kids in Baltimore. These two addresses are about two miles apart along Frederick Rd. I am wondering if Elmer is related to Robert's wife, Frances. He's potentially old enough to be her father, although his wife in 1930 is young (could be a second wife though). In any case, it's another clue to follow up on.
