The districts may have changed by 1860, but I think this should help. I don't believe the city limits changed between 1850 and '60, so I recommend you look in Baltimore County. I am not surprised that you are having difficulty finding her in the 1860 census. My father's family at that time all lived in the Baltimore area, and many of them are easliy found in the 1850 and 1870 censuses, but are missing in 1860. I have speculated that the growing political turmoil in 1860 that led to the Civil War may have disrupted the census.
