The films were available at the NYC 42nd st library, in fact I looked at them there. Some years have indexes, and some years are loaded with great info. I bought one Index and donated to our FHL. The Ft wayne library has all films, including indexes. My recent experience with ESB at NYC has been bad. I think they farmed it out to a commercial outfit. If you hit a person, you can find out their birth, emigration year, address and County in Ireland. It was a gold mine for me on Daniel McElroy my ggranduncle. I found out plenty.
