You can apply to a state other than the one you live in. Sometimes a society in another state will meet in a location closer to you. Or as in your case, you may have friends or relatives who belong to another state society. People who live in countries that have no society often belong to the Massachusetts state society, since they feel they have a "tie" to Plymouth, Mass.
